If your percentage in 12th does not fulfill the eligibility criteria of any particular college the  you are not eligible for counseling.

Hence before counseling just check the minimum percentage required by the college .

See as we know that class 12th results have been declared and soft copy of marksheets and certificates are sent to the DigiLocker of each and every student but note that, the soft copy is only valid for electronic/online purposes not for physical purpose. Also mention that your hard copy of marksheet will not be made available on DigiLocker it will be only available on your schools, so you have to visit your school and ask for the same, they will provide you all the hard copies. If you get your seat in first round of NCHM JEE Counselling than to accept that seat you have to submit your original marksheets and certificates in hard form but if you don't have that hard copy anyhow then you can take provisional admission on the basis of hard copy of those marksheet and certificates which are available on DigiLocker. Your admission will not be cancelled and it will also not be permanent until and unless you submit the hard copies of original marksheet and certificates.

Yes he is eligible to give Joint Entrance examination mains 2021 exam. The eligibility criteria for Joint Entrance examination states that the candidate who are going to give their 10+2 level in 2021 and those who have already passed their 10+2 level are eligible to give Joint Entrance examination. There is no age limit. However, the candidate has to pass 10+2 or equivalent exam in 2019 or 2020.
