You have not mentioned which category you belong to. If it is general, then with a rank of 4275 the chances of procuring a seat in IHM Goa is less when comparing the results of previous years. Last year, the closing rank for IHM Goa was around 2,100

How is the Bits Pilani seat decided? Suppose I got 360 score, Is it possible for me to get CS branch after iterations?

If you're getting 360, you are just about safe I'd say to get CSE in BITS-Pilani

CSE closed last year at 354 at BITS-Pilani but things might change so I'd say you're on the boundary line of the scheme of things I would say.

With a rank of around 11,000 in the general category, it becomes difficult to procure a seat in the central government IHM's for which, the closing ranks were around 6,000 in general category. With your rank, you have two state government IHM's in your hand :

see every year cutoff changes. and it is impossible to give 100% sureity as cutoff depends on your category, questions level difficulty, number of participants etc. as per your score you have fair chances in ihm chennai, kolkata, hyderabad , bangalore. last year bangalore closing rank was 871.

You have not mentioned which category you belong to. With a rank of around 18,000 in NCHMCT, you don't have a chance in IHM Dehradun unless you belong to the SC or St category, even in the third round. But, scores and ranks vary each year with difficulty
