This kind of problem happens with a lot of students, this why there are multiple rounds of counseling in almost all the examinations throughout the nation.
If you are not satisfied with the option allotted to you do not freeze your option and wait for further rounds of counseling, it might happen that some students might go for some other colleges and leave the seats that will enable you to get a desired seat.

Freeze candidate means whatever college you have got in the first round you are satisfied with that and you are ready to join that college amd if you fill up-gradation form and chose for floating that means you are not satisfied and you have applied for second round in search of a better college . NOTE: WHILE GOING FOR SECOND ROUND PUT YOUR FIRST ROUND ALLOTED COLLEGE IN THE CHOICE LIST OF SECOND ROUND SO THAT IN CASE YOU DID'NT GET A BETTER COLLEGE IN SECOND ROUND , ATLEAST YOU WILL HAVE A SEAT SECURE

NCHMCT JEE is a national level exam conducted once a year by the National Testing Agency (NTA) for admission to undergraduate courses in hospitality. Candidates must have passed class 12 with English as a compulsory subject. Nearly 40000 students as of 2019 competed for 8000 seats in IHM colleges. So total number of students that get selected through NCHM is 8000 as of 2019.
Unfortunately NCHM does not provide any transfer opportunity or rule for migrating from one IHM to another. You will have to give NCHM Jee exams again and then earn a merit in that exams which can fulfil the cutoff of IHM Pusa

With a rank of 12726, and seeing the previous year cut off trend, your chances of getting a central goverment college would be ver less but you can get IHM Srinagar, Shillong and Hajipur. Or else you could go for state IHMs

NCHM JEE 2019 seat allotment result of round one declared by NTA. . The authorities also released opening and closing rank of round 1. The procedure of seat allotment of NCHM JEE 2019 started from May 27, 2019. NCHMCT JEE round 1 seat allotment took place on June 8, 2019 by National Testing Agency (NTA).
As pervious year cut off trend, your chances of getting a central government college in India is quite high. By the end of third counselling, you can get IHM Kolkata, IHM, Bangalore, AIHM Chandigarh, and almost every other college other than that of IHM Pusa and Mumbai.

The category opportunities of the both general and OBC NCL are mostly quite same to go though.
In any government colleges, the fees structure will always be same for the both general and the OBC NCL candidates, but there may be slight changes in it
